The German universities do consider the academics while evaluating an application and though this might disappoint you but your aggregates are to the lower side and could be a cause of rejection from the university.
GRE was earlier not required in Germany for an international applicant to be considered for a Masters or a PhD. But today, many universities have the GRE scores as one of the admission requirements.
However, please find below the general application procedure to apply for a Masters degree program in Germany :
An application had to be sent either to the university of your choice or to uni-assist. The following check-list shows you which papers and documents you generally have to enclose with your application. Please note that other or additional papers may also be required, depending on the university and degree program. Incomplete papers can also be a cause of rejection.
• Application Form for Admission to Studies: As a rule, you
can obtain the application forms from the university of your choice
(via the International Office).
• An officially or publicly authenticated photocopy* of all your
educational records, certificates confirming any university
entrance exams passed abroad, university certificates or degrees
gained plus the relevant list(s) of individual grades per academic
semester or academic year, plus the relevant list(s) of individual
grades scored (e.g. a transcript of records).
• Proof of German language proficiency (for example, a TestDaF or
DSH certificate)
• Passport photo (format: 4 × 5 cm maximum)
• Copy of your passport (page with name details and photo)
• Proof of any subject-related vocational training or any
aptitude tests passed (required for applications for a study place
in admissions restricted subjects or in subjects with an aptitude
assessment test, such as sport, art or music).

As a rule any German university demands a minimum first class
degree,below which is mostly difficult to get through.But you can
take the GRE and learn German till B1
level minimum and apply to some universities.If you have a decent
GRE score and German skills ,you may have
a chance to get admission at a few universities.Also work
experience may help.

First of all I would like to congratulate you for the admit offers you have received. Now with regard to the German universities, your academic record does sound impressive and a good number of universities should consider your profile.
However, please note while GRE was not a defined eligibility criteria for a Masters level in Germany, today some universities do require GRE test from the international applicants. GATE is however, an entrance test considered in India and not Germany.
Apart from the above stated , the German universities also seek a score on the English Proficiency Test (TOEFL / IELTS) and is close to mandatory for all international applicants for the reason that unlike the recent years the medium of instruction in any universities is English.
Yet the requirement of the German language does not rule and to date majority of the universities will need the proof of language skills (DSH) on level B1. That equals about 600 hours of German language. You can consider to take the German languages before you reach Germany or from the university as well, though at times the university might want you to take the classes once you reach the destination.
Beyond the above stated, the German universities require 16 years of formal education as the minimum educational qualification, and you seem to suffice with the same.

Though not mandatory, a good number of German universities do require the applicants to take the Graduate Record Examination-GRE for post graduation education. Also, since you are considering the stream of Engineering, it is recommended even more. In fact taking the GRE will broaden your options in terms of the location that you can consider.
The minimum requirement on the scores is also likely to vary in every university. A practical approach would be to take the test to the best of your ability and then short list the universities as per your profile.
Now with regard to estimated expenses for higher education Germany, though the expenses incurred for the tuition fee for the program in Germany is far more less in comparison to locations like US, it is advisable to plan your finances. However, as per the information imparted by DAAD, international students need to be able to prove that they have at least 643 euros per month available to them. That amounts to 7,716 euros per academic year.
The bifurcation of the requirement is stated below :
Most of the governmental universities charge around 500 EUR/semester, including 250 euros that is mandatory for the student's parliament, canteen, public transport expenditure etc., health insurance could some up to another 50 to 60 euros, and accommodation expenses (hostel) of around 180 to 300 (subject to availability).
The cost of living in Germany is quite high in comparison with many countries in Asia, Africa or Latin America. Tuition fees used to be unknown in Germany. But the situation has changed over recent years. Initially, fees were introduced for long-term students, visiting students (i.e. from other universities) and for participants of postgraduate and Master's programs. Tuition can amount to between 650 and several thousand euros per semester. Students also have to pay the semester fee for each semester.
Apart form the tuition always account for these costs
• The semester fee (once per semester)
• Expenses for study materials and excursions (as needed)
• Health insurance contributions (monthly)
• Tuition fees (once per semester: not at all universities and not
in all programs).

I have completed my B.E in mech engg in 2010..I am workin in a
small scale mech industry now..Due to some physical issues I have
only 65% in UG and in 10th and 12th I have 83% and 82% resp…I have
joined my B1 level of german course also and I have written my
IELTS…and GRE…But I am confused whether I will get admission
since my percentage is just 65…I dont want to create a sympathy
base saying I had physical issues and get admission…will i get
admission for 65%?
